Pavel Durov, the founder of the telegram, who was detained in France since August last year, was given a temporary permission to leave the country for Dubai.

Toncoin (Ton) is a digital token linked to Telegram's Telegram Open Network (Ton), which has increased by more than 15% since its announcement.

Additionally, Notcoin (Not), the token of the popular tap-to-earn app on the platform, also experienced a rally that rose more than 12.7% at the time of publication.
Durov, a billionaire Russian exile who founded the popular messaging app Telegram in 2013, faces multiple accusations that have been allegedly making organized crime possible.
Authorities have allowed Durov to depart for Dubai, reporting that AFP cites an unknown source. The move follows a ruling by an investigative judge who accepted Doloff's request to change his supervision several days ago.

Doloff, 40, is currently investigating several violations, including charges related to terrorism, drug trafficking, fraud, money laundering and child abuse on the Telegram platform.
He was first arrested in August after his indictment, which banned his departure from the country.
Durov addressed the legal challenges in a statement posted to his official telegram channel in September. Expressing surprise at the accusations, Doloff criticized French authorities for bypassing Telegram's EU representatives and official communication channels, instead asking him directly. He argued that being liable for CEOs of crimes allegedly committed by others on the platform, especially those that are operating under pre-smartphone laws, is a “misplaced approach.”
In his statement, Durov also defended Telegram's moderation practices, highlighting the platform's daily efforts to remove harmful content and established connections with NGOs due to urgent requests. Despite legal issues, he reaffirmed his commitment to ensuring the safety and security of Telegram's vast user base.
